Kyla Councilate

At the time of the Great Revolt, the City of Kyla joined with her sister cities of Tervela  and Dumah, to throw off the yoke of M'Maoulek’s Protectorate.  Kyla, in particular, had borne heavy losses in the invasions across the Vari River and was weary of the killing.

Today, Kyla Councilate – KEY la is crescent shaped. When the United Councilate States (UCS) were formed, Kyla’s lands extended for an indeterminate distance along the east bank of the Vari River and the south bank of the Dunafolda River.

By agreement among the three founding states, Kyla’s southern border was set along the Tumosura River, with the lands south remaining unassigned, to be formed into a new state when settled more completely.

Later, when the City of Pacek formed Dunafolda Central Councilate, along the south bank of the Dunafolda between Kyla and Tervela, its boundry with Kyla  was fixed at the Lomita River

Finally, when Highlands Councilate was formed, Kyla retained all of the  lowland river valleys and hill country, while ceding its claims to the uplands of the Golakarn Highlands in the east. 

Despite its ancient lineage, Kyla Councilate remains entirely in the Periphery Zone of the UCS.  This makes advanced industry impractical for the region, so it is relatively undeveloped by UCS standards.

Kyla is a small state by Councilate standards.  In the north, It occupies a hilly bit of lowlands carved by the Dunafolda River through an ancient eastern extension of the Polonoc MountainsThe Dunafolda valley itself is flat and narrow, but widens considerably as it takes a wide turn to the north where it is joined by the Krabu River near the City of Goriol.  At its narrowest where the Vari River joins the Dunafolda, Kyla is a scant 130 km wide. South of Kyla City, the land opens up as the Golakarn retreats eastward and the wide Tumosura River valley cuts through the hills on its way to join the Vari River..

Half of Kyla’s area is low fertile river valley, devoted to grain farming.  The other half is gentle hill country, transitioning on the eastern fringe to more rugged uplands of the Golakarn. The hill country is also mostly agricultural but more effort is devoted to herding and ranching than to farming.

Two large rivers, the Ruapara and the Tumosura, flow from the Golakarn Highlands through Kyla, to empty into the Vari. They are major highways for transport of minerals mined in the Golakarn. 

The Ruapara is a short river and navigable for most of its course, connecting the highland mines to the docks at Kyla City. The Tumosura is navigable for 142 km above the City of Melanbac and goes deep into the Golakarn.  However, because of the great distance from Melanbac to the City of Kotrath, the Tumosura is less used for transport of minerals than the Ruapara.

The minerals come down by barge to Kotrath and Kyla City where they are loaded into the large ore ships that sail the Variand Dunafolda.  Agricultural products are also gathered and loaded at these two inland ports for shipment by the river route to the Valiki River and then up to the City of Dumah.

Two other rivers, the Krabu and the Lomita flow to the Dunafolda.  They also have their headwaters in the Golakarn Highlands.

The Krabu falls out of the Golakarn, then broadens and slows until it enters the Dunafolda at the City of Goriol.  It sustains local commercial traffic to and from Goriol for most of its length. The Lomita has a steep fall and narrow valley for most of its upper course, and also sees limited barge traffic.

Kyla has a population of 3,770,000 people, of which 150,000 live in the major cities.  Another 40,000 live in regional market towns and the rest in small towns, villages and on the land.

Kyla City (population 77,296), capital of Kyla Councilate, sits on the Vari River, at the point where the Ruapara River flows into it, and is a mere 40 km south of Selka March's Fort Varinde.  It has a large dock area, an important agricultural processing center and a major military base.  By history and location, it is the commercial center for the Kyla Councilate and the upper Ruapara Valley.

The City of Kotrath (population 34,889) is the second city of Kyla Councilate. It is also on the Vari River, 239 km downriver from the Kyla City at the junction of the Tumosura and Vari rivers. It has docks and a military base and is the commercial center for the lower Tumosura valley and the Great Road Councilate settlements north of the Great Road.

The City of Goriol (population 25,640) sits at the mouth of the Krabu River and serves as a regional center for northeast Kyla Councilate.

The City of Vernale (population 18,574) is located at the top of the Ruapara River valley, as the river emerges from the Golakarn Highlands.  It is a minor commercial center and consolidation point for shipments from the Golakarn mines.

Kyla has poor road connections to the heartland of the UCS.  The road over the Golakarn Highlands is difficult and winding.  The alternative lowland routes are indirect and long.  From the Kyla City, the fastest route runs south along the Vari River  to Kotrath; then east along the Tumosura River to the river crossing at Melanbac.  From Melanbac the Great Road heads east to Anorah, then crosses the Barkov River, and on to Dumah Councilate.

The northern route is much longer and less direct.  It follows the Dunafolda River to the City of Tervela where the road heads south down the Valiki River to Dumah.

The highlands route goes up the Ruapara River and over the Golakarn to the City of Prestam, then down the Barkov River to Anorah and on to Dumah.

Kyla is the main military staging point for defense of the UCS' northwest frontier.  Federal Battle Group III is headquartered in the Kyla City, with two detached troops based in Kotrath and one detached troop stationed at Goriol. The Federal Battle Group has responsibility for defense of the entire Kyla Councilate and the Vari River border south to Nagrepec.

Three of the five Kyla Councilate Task Forces are also based in the Kyla City, with one stationed in Kotrath and the other in Goriol

The river flotilla that patrols the Vari and Dunafolda rivers, from Kotrath to the City of Pacek is principally based in the Kyla City, with a small contingent at Kotrath. .
